Bring a large pot of water to a boil. Make a large bowl of ice water. Blanch the beans for 2 minutes, then remove them with a slotted spoon and place them to a bowl of ice water to stop the cooking process. Drain.
In a large saucepan heat the olive oil over medium heat. Add the green beans. Cover and cook for 10 minutes, stirring occasionally, and adding the minced garlic after 5 minutes. Uncover, then stir in the vinegar, honey, and garlic powder. Add salt and pepper to taste. Continue cooking uncovered stirring occasionally until desired level of doneness, about 3-5 minutes more.
